what is the max i can get on shadow arts skill points and how do i do it

Add so you have 12, use a +1 (stacking) headgear and a +3 -75hp rune.

and add a golden egg, candy corn & grail and you can temporarily buff it up to 19

You can get 12 max using attribute points. Using the appropriate headpiece can get you +1 for 13. Then you can add +3 to that using a Superior Rune of Shadow Arts, for a max of 16.
You can temporarily get more than that using the goodies mentioned above.
